Every council must plan and report on its work. This is to make sure councils are transparent and accountable.

Community vision

Our community vision is a description of the city our community hopes to live, work and play in.

We developed our vision by talking to lots of community members. We asked a group of them to work together to come up with a new vision.

Our community vision must guide our other plans and strategies for at least the next 10 years. This includes our council plan.

Council plan

At the start of every council term, all local governments must produce a council plan.

Our Council Plan 2021-25 sets out our strategic direction after the Victorian local government elections in 2020. All councils had to put a council plan together after these elections.

A council plan describes our:

  • strategic objectives so we can achieve the community vision
  • ways to achieve these objectives
  • indicators for measuring progress.
  • It also outlines how we will protect, improve and promote public health and wellbeing.

Planning framework

There are other documents we must have to help us plan and be accountable to our community.

The new Local Government Act 2020 sets out these key documents:

  • community vision
  • council plan
  • 4-year budget
  • 10-year financial plan
  • 10-year asset plan.

The State Government requires all local governments to produce these plans. And it guides how they should be put together.

The plans are a part of an integrated planning and reporting framework.

There are ways the community and stakeholders can have their say at each stage. This is important to ensure transparency and accountability.

Health and wellbeing

We have included our Municipal Public Health and Wellbeing Plan (MPHWP) in our council plan. This is the first time we have done this.

The State Government requires councils to develop an MPHWP every 4 years.

Councils have a role in protecting and promoting the health and wellbeing of their community.

Wider social, economic and environmental factors shape people’s health and wellbeing. Health is not only determined by genetics and behaviour.

We want to create supportive environments that enable people to lead healthy lives. We will work with residents, communities and organisations to make this happen. Our health and wellbeing plan will direct this work.
